Radio Equipment Directive (RED)
What does RED 2014/53/EU mean?
Directive 2014/53/EU (RED = Radio Equipment Directive), later supplemented by 2022/30/EU, defines requirements for safety, health protection, electromagnetic compatibility, efficient frequency utilisation and cyber security for radio equipment in the EU. At the end of January 2025, EN 18031 was finally adopted on this basis, which will be binding from 1 August 2025.

CYBERSECURITY and EN 18031
New requirements for cyber security. EN 18031 extends and specifies the requirements for cybersecurity measures to protect against increasing threats. Including the protection of:
- personal data and privacy
- from financial fraud
The European Commission has defined the RED requirements in the “harmonised standard” EN 18031. Harmonised standards allow manufacturers to self-declare compliance, so in most cases external certification by “notified bodies” is not required.
ACTIA IME has followed the standardisation process closely, so we are at the forefront of this issue. We are already implementing security mechanisms that go beyond the minimum legal requirements – for maximum security in critical infrastructures.

Which devices are covered by the RED Directive?
The RED Directive (Radio Equipment Directive 2014/53/EU) covers all electrical or electronic devices that use radio waves for communication or localisation. This includes both terminals and transmitters – regardless of whether they are permanently installed or mobile.
How is CE linked to RED?
Compliance with RED is mandatory in order to obtain the CE marking. The aim of CE marking under the RED is to ensure that products are safe, reliable and secure for consumers.
